Remember that the networks pay the government for use of the airwaves. What’s really happening here is that some of that money is being directed to people who have televisions but are too poor to upgrade them to receive new digital signals. Reclaimed analog spectrum will be used for emergency services communication, new generations of wireless Internet devices and more.
